According to the Guideline on Cosmetic Product Claims, all direct and indirect claims made for cosmetic products must be adequately supported by verifiable scientific evidence and, where appropriate, expert evaluations. Therefore, every claim displayed on a cosmetic product label must be substantiated.
Claims substantiation may include in vitro and in vivo studies, instrumental or biochemical analyses, volunteer studies, expert assessments, sensory evaluations, and other scientifically accepted methods.
For example, the claim “Dermatologically Tested” is considered a product claim and should be supported by a Dermatological (Patch) Test, which evaluates the skin compatibility of the product.
If a cosmetic product claims to contain a specific ingredient or to possess properties associated with that ingredient, those claims may only be used if they are supported by appropriate analytical evidence. Claims relating to specific ingredients must be verified through laboratory analysis.
